Year – 1930s. I’m fairly sure this is from a 1935 issue of Weldon’s Ladies Journal. It was scanned way way back in October 2015, so my memory is hazy and my notes leave a lot to be desired.
Size – 33-35 inches.
Yarn Size – It doesn’t say what size of yarn to use.
I looked it up on Ravelry and found:

I had guessed Sport weight, but apparently it is DK.
